The National Safety Council (NSC) will induct Alfred Blackman and Dr. Franklin Haering into the Safety and Health Hall of Fame International in a ceremony held this evening during the 88th Congress & Expo in Orlando, Fla.

The Safety and Health Hall of Fame is dedicated to recognizing leaders and pioneers for their innovative contributions to the safety, health and environmental industry worldwide.

Haering is being honored for his contributions to the area of public safety on the local, state and national levels.

When he was appointed supervisor of safety for Montgomery County Maryland Public Schools in 1967, his responsibilities included assuring the safety of 15,000 employees, 100,000 students and 190 facilities spread over 500 miles.

Since then, Haering has served on many national organization''s committees including the National Capital Chapter of ASSE, the Public Sectors Education Task Force and the Public Employees Safety Association of Maryland.

He holds a doctorate in philosophy with special emphasis on Safety and Administration from the University of Maryland.

Blackman will also be honored tonight for his contributions as one of the first practitioners of safety engineering and management for Liberty Mutual Insurance Co.

He began his career in 1931 and took a sincere and rational approach to distinguishing between a fault in machine design and a fault in the machine''s use, said NSC.

While he served as chief of industrial safety for the State of California, Blackman promoted the importance of environmental hazard control, education of workers and evaluation procedures to prevent accidents and injuries.

In the early 1960s, Blackman started the Engineers'' Professional Development Project of ASSE. He was also instrumental in forming the Board of Certified Safety Professionals.

Throughout his career, Blackman has been a registered Professional Engineer, a Certified Safety Professional, awarded the Honor of Fellow of ASSE and has been internationally recognized as an Honorary Fellow of the Institution of Industrial Safety Officers in the UK.

This is the fourteenth class to be inducted into the Safety and Health Hall of Fame International, founded in 1986.

A total of 62 people have been honored with an induction into the Hall of Fame.
